How does the elastic casing work?

A separate waistband strip is folded and sewn to the skirt waist. Elastic threads through the casing and is sewn closed. The finished result sits comfortably and pulls on over the hips.

Can I add pockets?

Yes — the pattern includes an option for side-seam pocket bags. They're added at the side seams before those seams are sewn.
